The first is subject to getting lost in infinite sea of information without any way to make a principled choice about where to go or what to pay attention to. Lost adrift like this, it is easy to simply follow the lead of others without question. It is knowledge without wisdom.
The second is intelligence without insight. Reality is warped to fit a convenient narrative rather than allowing it to shape the direction of theory as needed. But this form of fiction cannot help us create sound policy any more than treating fairytales as reality can. We must create solutions for this world, not one that we've invented in our heads.
Only attention to both empiricism and theory combined can guide us to our goals.
